About Us
The Shawano County Library consists of the main library in Shawano, branches in Birnamwood, Bonduel, Mattoon, Tigerton and Wittenberg as well as a county-wide delivery service. The library serves nearly 42,000 residents.

The Shawano County Library is a member of the Nicolet Federated Library System (NFLS). NFLS is a state funded organization that assists over 40 member public libraries throughout Northeast Wisconsin by providing improved library services. The Shawano County Library is also a member of the OWLSnet consortium, which provides an integrated library automation system to over 50 libraries throughout Northeast Wisconsin.
The Shawano County Library is governed by a nine-member Board of Trustees comprised of two county board representatives, six county appointed municipal representatives and and one school district representative.

Circulation
Anyone can get a library card. Library cards are free of charge. A replacement fee will be charged for a lost or damaged card. A patron must use his or her own card to checkout materials and access the public computers.
Verification
Photo ID and proof of current address are required to obtain a library card.
Photo identification may include, but not limited to, a driver’s license, state ID, tribal ID or student ID. Proof of address may include, but not limited to, mortgage/rental papers, utility bill or printed checks.
Juvenile Cards
Parents or legal guardians must be present when children (15 years and younger) apply for a card. The parent or legal guardian’s identification serves as proof of address for the child.
Community Cards
Community cards are available for patrons in a temporary living situation and have a lower checkout limit.

Cardholders may have a maximum of 150 items out at one time although some formats may have smaller limits.

The Shawano County Libraries and Bookmobile encompass a wide variety of interests, educational backgrounds, and financial abilities. The Libraries act to fulfill its mission by selecting, acquiring, organizing, preserving, maintaining, deselecting and providing access to a collection of materials and electronic resources that address the interests and needs of the diverse community of members within the framework of the available staff and funds.

The Libraries strive to provide a collection that balances viewpoints and opinions across a broad spectrum. In its selection of materials, the Shawano County Libraries endorse the Library Bill of Rights, the Freedom to Read Statement, and the Freedom to View Statement. The Libraries provide materials to residents of all ages and makes them conveniently available to all people in Shawano County through its main library, the branches, and Bookmobile. While the Libraries will not promote specific beliefs or views, they will provide enough suitable materials to enable the public to make informed and intelligent decisions and supports the individual choice and judgment of its users in seeking information.
Decisions to select or retain an item are based on the merits of each work or information as it relates to the goals and coverage of the collection. The Libraries consider the value of each item in its entirety, not on specific passages of sections within the item. Inclusion of an item does not constitute endorsement of its content.

Final responsibility for collection development rests with the Library Director. The day-to-day administration of collection development may be delegated to other professional staff. Sources for selection decisions include, but are not limited to, standard library reviewing media, professional journals, published reviews, publisher or vendor catalogs, requests, and recommendations.

Materials will be disposed of at the discretion of the Library Director, who will ensure that it is done in such a manner that no for-profit organization or private individual will realize any financial gain.

Evaluation techniques are used to measure collection usefulness in terms of scope and depth, as well as strengths and weaknesses. Measures of evaluation include, but are not limited to, age and condition of items, frequency of requests placed through the online catalog and interlibrary loan, circulation, in-house use, and historical significance.

- Staff will listen to the citizen’s objections and respond courteously, but make no commitment.
- If the explanation of the selection policies does not satisfy the citizen, s/he shall be given the Request for Reconsideration form to complete and return to the Library.
- The Library Director will gather reviews on the specific item and discuss them with the citizen who challenged the item.
- If the citizen remains unsatisfied, the Library Director will meet with the Shawano County Library Board of Trustees and review the challenged item and respond to the citizen. Decisions of the Library Board shall be final.
- No citizen may reissue a complaint for the same material for three years.
Confidentiality of Library Records
Under Wisconsin Statutes Section 43.30, library records that indicate the identity of any individual who borrows or uses a library’s documents or other materials, resources or services may only be disclosed:
- With written consent of the library user
- By court order
- To the custodial parent or guardian of a child who is under the age of 16 who requests such library records
- To persons acting within the scope of their duties in the administration of the library
- Under certain circumstances, to other libraries for interlibrary loan purposes
Confidentiality Statement
The Shawano County Library protect the privacy of library records and the confidentiality of library users of services and materials by relevant laws. In addition, the Library Board supports the principle of freedom of inquiry for library users and protects against the unwarranted invasion of the personal privacy of library users.

Displays & Exhibits
As an educational and cultural institution, the Shawano County Library welcome exhibits and displays of interest, information, and enlightenment to the community. Displays of handiwork, historical materials, nature study, or any other material deemed of general interest may be exhibited. Displays and exhibits may be placed in the Libraries at the discretion of the Director and may be removed at a later date due to space requirements or lack of interest.
The Libraries assume no responsibility for the preservation or protection, and no liability for possible damage or theft of any item displayed or exhibited. All items placed in the Libraries are at the owner’s risk.

Gifts & Donations
Thank you for considering donating to Shawano County Library. Donated materials must be in excellent condition and meet specific criteria to be accepted by the Library. The Library reserves the right to evaluate all donations prior to acceptance. If accepted, your materials may be added to the Library’s collection, sold at Library book sales, or offered to other local agencies.
The Library encourages donations of materials not readily available for purchase. For example, items of local history might only be obtained through donations. However, some of these items may be inappropriate for the collection. Therefore, the Library will not make commitments to keep donations as part of the collection until the material has been examined. Due to limited shelving space, only items that are deemed to enhance the Library’s holdings will be accepted for the collection; all other material will be relegated to the used book sale or silent auctions.
The Library accepts donations of new or gently used books (hardcover and quality paperback books), media materials (DVD, CD, audiobooks), and reserves the right to reject materials for any reason. All donations are subject to the provisions listed below:
Damaged, incomplete, soiled or musty books; Reader’s Digest condensed books, textbooks, encyclopedias, VHS, cassettes, and out-of-date nonfiction books will not be accepted. The staff may recommend that the patron take these items to other used book sales or the recycling center.
Donations may be tax deductible. However, by law, Library staff cannot determine the value of a donation for IRS purposes. We will provide a form acknowledging the donation you made to the Library.

Interlibrary Loan
Interlibrary Loan (ILL) is a borrowing privilege available to residents of Shawano County. While not every item will be available, Shawano Library does its best to meet the needs of most users. ILL users must have their account in good standing. This service allows patrons to borrow materials that are not available through Infosoup. This includes:

Computer use is limited to one hour per day per patron with an account in good standing, which may be extended if there is no waiting list. Length of computer usage is tracked automatically through SAM. Visitor passes may be available for those patrons without library cards.
Internet resources are provided equally to all users. Shawano County Library's control over content accessed by patrons using the Internet is governed by federal and state laws. Internet users should be aware the he or she may encounter material that is inaccurate, controversial, offensive, or unsuitable for minors. Patron use of the Internet carries with it the responsibility to evaluate the quality of information accessed. Library staff is available to help patrons navigate, identify, access, and evaluate resources found on the Internet.
Parents or guardians, not the Shawano County Library, are responsible for the use of the Internet by minor children. Parents and guardians are encouraged to discuss appropriate use of the Internet and to supervise their child’s usage. Parents and guardians may choose to restrict access to the Internet for their minor children.
The Shawano County Library do not offer or support personal e-mail accounts.
All users of electronic resources are expected to use the resources in a responsible, ethical manner. Misuse of the computers will result in a loss of computer privileges. Such misuse includes, but is not limited to:

The wireless network service is not secure. It is the individual’s responsibility to provide appropriate security settings to control access from other wireless devices within the library and the Internet itself. The Shawano County Libraries assumes no responsibility for providing virus protection or other security measures.
Users of the wireless service are expected to abide by the library’s Internet Use Policy. Failure to comply with this policy may result in lost of wireless access services through the Shawano County Library.
Library staff is unable to provide technical assistance and no guarantee can be made that individuals will be able to make a wireless connection.
The Shawano County Library assume no responsibility for the safety of equipment or for notebook/laptop computer or other wireless device configurations, security, or data files resulting from connection to the library’s wireless access.

Library Advocacy
The Shawano County Library aim to promote a comprehensive understanding of the library’s objectives and services among governing officials, civic leaders, and the general public as well as to promote active participation in the varied services offered by the library to people of all ages. Library staff and board members are encouraged to participate in variety of community activities that promote the library.
Meeting Rooms
The main Library contains three meeting rooms: the Ella Veslak Room, the Elsie Engel Room, and the Wisconsin Room. Meeting rooms are available to community groups during normal library hours, provided the rooms are not scheduled for library events.
- Meetings must be free and open to the public.
- Youth groups must have an adult sponsor.
- No smoking, alcoholic beverages, or illegal drugs/activities are allowed
- There is no fee for non-profit groups, however a tax exempt number must be on file.
- For profit groups, a fee of $20.00 for the first three hours and $40.00 thereafter will be charged.
- The Library is not responsible for any lost personal property of those attending the meetings or for loss or damage to exhibits and items used for the meetings.
- A $25.00 deposit is required if refreshments will be served.
- A variety of audio-visual equipment is available at no charge. Equipment needs must be arranged in advance of the meeting.
- Groups cannot use the fact of the meeting’s location as an endorsement of their activity, view, products, or services by the library, its staff, its governing board, or the City or County of Shawano.
- A signed application form must be on file prior to using a meeting room.

To ensure that children have a safe, productive and fun library visit:
- Parents/guardians/caregivers, not library staff, are responsible for the safety and behavior of their children at all times while using the library
- Children under 12 years old should not be left unattended in any area of the library
- At the discretion of a parent/guardian/caregiver, children 12 years and older may use the library, unaccompanied, for a reasonable period of time and following the patron rights and responsibilities
Public Bulletin Boards and Literature Racks
The Shawano County Library provide space on its bulletin boards and literature racks for distribution of free materials which may be of interest to library patrons. Materials may be removed at the discretion of library staff due to timeliness, content, or space issues.
Materials acceptable for posting include: course, school, and educational announcements; special events and activities by non-profit organizations; author appearances and/or book signings by profit or non-profit organizations; and activities and services available through municipal, state and federal offices.
Materials not acceptable for posting include: commercial, religious, or political announcements and “Wanted” or “For Sale” notices.
Posting of material does not constitute endorsement by the Shawano County Library.

Reference & Reader's Advisory
The Shawano County Library provide Reference and Reader’s Advisory service to assist patrons in finding information, selecting materials, and using other information resources. Staff responds to information needs using the library collection and identifying sources beyond the library whenever necessary. Staff use professional judgment to assess needs and provides information, assistance or instruction appropriate to individual requests.
All references transactions are confidential under Wisconsin Statute 43.30.
Staff will provide replies to all requests for information and will accept questions in person, over the phone, by fax, through the mail, and through electronic means. Requests will be provided on a first-come, first-served basis, with priority given to in-person inquiries.

Shawano County employees may engage in limited solicitation and distribution of materials to other employees, on County premises on behalf of non-profit organizations subject to the following requirements. Solicitation or distribution of materials is prohibited during the working time of either of the individuals making or receiving the solicitation or distribution. "Working time" does not include an employee's authorized lunch or rest period. Off-duty employees may not return to County premises to solicit or distribute materials to employees. Employees shall not use County equipment, supplies, property, communication devices or bulletin boards for any authorized solicitation or distribution.
The County may authorize a limited number of fund drives by employees on behalf of charitable organizations. Employee participation in such drives is completely voluntary and may not be conducted during working time. Employees seeking authorization for such a charitable fund drive should contact the Administrative Coordinator.

- Library cards are available to anyone for free. To obtain a library card, please bring a picture ID and proof of your current address to the library. Replacement library cards are available for $3.00.

- The library offers many collections for patrons to borrow, including books, DVDs, audiobooks, and magazines. Library History
Library Beginnings
The main library had a humble beginning in 1899 with 272 books in English and 65 books in the German language.
In 1914 the Carnegie Foundation granted $10,000 for a library building at 121 East Green Bay Street. The building also housed the City Clerk and City Treasurer in the basement, along with rooms for the Woman's Club meetings and other civic organizations. |
When county library service was started in Shawano County on November 1, 1934, it was unique not only in Wisconsin, but in the entire country. The idea of bringing the library to county residents through library stations in the villages and townships had never been tried before. As of August 1937 there were 17 branches of the Shawano Library.
Bookmobiles
Shawano received one of three bookmobiles brought to the state by the Federal Government in 1939. This proved to be so successful that the Shawano City-County Library began a long tradition of offering service to remote areas through Bookmobiles. Future Bookmobiles arrived in 1941, 1954, 1959, 1965, 1972, and 1997. At times, rural library service was so active, two Bookmobiles operated simultaneously.

The current delivery van was purchased in 2015 and operates 3 weeks a month serving nursing homes, child care centers, schools, assisted living facilities, headstarts, civic centers, family centers, and patrons with difficulty accessing the physical libraries due to time, distance, disability or other mobility concerns.

Current Building~ Main Library
In 1960 the current facility at 128 South Sawyer Street was completed. The Shawano County Library merged with the Nicolet Library System to provide greater services in book lending in 1976. A major remodeling and addition was completed in 1990. Square footage went from just under 12,000 to over 21,000.

The computerization of the entire library was completed in 1996 enabling the library to become a member of OWLSnet, the Outagamie-Waupaca System's shared automation network.

The main library and several branches qualified as recipients of a Gates Foundation grant in 2002, 2010, and 2011. The libraries are wireless throughout.
In 2014 a $4 million statewide grant installed fiber optic cable to increase bandwidth and improve Internet speed at the Shawano, Bonduel, Tigerton, Wittenberg and Mattoon locations.
In 2018 countywide library consolidation began eliminating the previous mixture of joint and municipal libraries in the county. Today, Shawano County Library consists of six libraries in Birnamwood, Bonduel, Mattoon, Shawano, Tigerton and Wittenberg along with a countywide delivery service.
